    (1) The Director-General may, in his discretion, on payment of such fees as may be prescribed, grant a licence to any person (referred to in this section as the licensee) and when granted suspend or withdraw any licence for warehousing goods liable to duty in a place or places specified in that licence. (2) Any such licence shall be for such period and subject to such conditions as the Director-General may in each case specify in the licence. (3) A senior officer of customs, or any officer of customs deputed by him for the purpose, shall at all times have access to any licensed warehouse. (4) If it appears at any time that in any licensed warehouse there is a deficiency in the quantity of dutiable goods which ought to be found therein, the licensee of the warehouse shall — a. in the absence of proof to the contrary, be presumed to have illegally removed the goods; and b. without prejudice to any proceedings under this Act, be liable to pay immediately to the proper officer of customs the duty leviable on the goods found deficient. (5) If, it is shown to the satisfaction of the Director-General that the deficiency has been caused by theft or by unavoidable leakage, breakage or other accident, or by evaporation, the Director-General may remit the whole or any part of the duty leviable on the goods found deficient.

    How to apply for a Licensed Warehouse licence? 1.E-file for a licence to operate a Licensed Warehouse 2. Submit the following documents to the Schemes & Engagement Branch, Singapore Customs, 55 Newton Road #07-01, Singapore 307987: •TradeFIRST Self-Assessment Checklist •Two copies of the site plan and the layout of the intended Licensed Premises. •Application for Interbank GIRO •You need not submit this form if you already have an IBG account with Singapore Customs. •Application for Authorisation of Declaring Agent(s) for Licensed Premises •ACRA Business Profile of Company (bizFILE).Your organisation chart showing the personnel in-charge of the intended Licensed Premises. •The chart should contain the full names and responsibilities of your staff. •Tenure Agreement/Lease of Premises •Your latest year-end audited financial statement, if any. •Your warehousing procedural manual on: a) the handling of in-coming goods, from the time you receive instructions from your customers/suppliers about the importation of goods, to the time when the stock records are updated; b) the handling of out-going goods, from the time you receive the delivery instructions from your customers, to the time when your stock records are updated; c) stock-taking; and d) discrepancy reporting The procedural manual should also include step-by-step details of the checks and counter-checks performed by your staff, including the documents prepared/generated to record the stock movements, stock-take and discrepancies discovered and other controls in place to ensure that the records are updated and accurate. 3.Singapore customs may arrange to visit you to discuss your application. This gives them an opportunity to explain the Licensed Warehouse Scheme and conduct a site visit of the premises, intended to be used for the Licensed Warehouse. The visit also provides you with an opportunity to clarify any queries you may have about the Licensed Warehouse Scheme.
